Everything is fine - level 4 works correctly. It was my mistake - I didn't fully understand all the rules of the game (especially what the orange tiles mean).

In my opinion, level 4 is impossible to complete. :) Thre is a bug in the level - some tiles are missing and appear as holes. I tried editing 4.txt, but it didn't fix the issue.
